79f84308f6 Fix gitlab:assets:compile task for relative URL root setups 
This makes container startup/upgrades use the same `NODE_OPTIONS` as
the Docker image build process.

Fixes #1896

which suggests doing:

sudo -u git -H git config --global receive.advertisePushOptions true
```
