Update benchmark crates and workflow (#3027) 
* update benchmark crates and workflow
* default to the merge commit for benchmarking
* setup framework benchmark early, after the caches

this doesn't restore the comments on PRs;
benchmark-action/github-action-benchmark has open issues about it
