Expose context.getVariants for intellisense (#9505) 
* add `context.getVariants`

* use `modifier` instead of `label`

* handle `modifySelectors` version

* use reference

* reverse engineer manual format strings if container was touched

* use new positional API for `matchVariant`

* update changelog
