The `jerry_objects_foreach` unittest incorrectly
tried to create Map objects. Added extra checks
and improved the Map object creation.

Ubuntu 14.04 reached its end of life on April 30m 2019.
Let's bump the reference to the latest LTS, which is 18.04.
Ubuntu 18.04 has newer Pylint and Cppcheck, the necessary
fixes and suppresses are also included in this PR.

In the test-api-string.c there was an error if the unittests are built in release.
Full error message:

The problem is that the compiler does not know if the buffer size is always greater than zero.
Added an extra check to the TEST_ASSERT a line above to resolve the error.

Overflows in conversions from floating-point to integer are
undefined behavior in the C99 standard. (Clause 6.3.1.4: "If the
value of the integral part cannot be represented by the integer
type, the behavior is undefined.")
When UBSAN is enabled, this gets reported at `srand()` calls. (The
random seed is usually initialized using the date port API, which
represents dates as `double`s. But `srand` takes an `unsigned int`.
A simple cast from `double` to `unsigned` becomes undefined
behavior if the value is too large. And "now" is too large
nowadays. So, effectively, all executions start with an undefined
behavior.)
This patch fixes this by casting the floating-point value of the
date to an integer through a union.

This change fixes the handling of lexical blocks when executing multiple
scripts, and also fixes a few issues with module environments.
After this change, all script files will run in the same context and
will have access to lexically scoped global variables of previous
scripts, and module environments will no longer have a bound global
'this' value.
The REPL implementation in main-unix is also fixed to correctly handle
lexically scoped variables.
Fixes#3561.

The `jerry_objects_foreach` and `jerry_objects_foreach_by_native_info` methods
iterates over all objects. However in ES 2015 there are a few special objects
which should only be used internally thus these objects should not be accessed
by the API user.

Only parsing is implemented, so the async functions currently behave
like normal function except they return with a resolved Promise object
when the function is terminated correctly.

A large rework because surrogate pairs must be combined.
Currently only the 0x10C80..0x10CF2 is accepted as valid identifier character from the non-basic plane.

This patch implements the core part of let/const statements. Redeclarations are correctly
detected and separate contexts are correctly created for these statements. Register
optimizations are also emplyed whenever possible.
Lots of features are still missing:
- checking the var statements in eval
- const are treated as lets
- single statement checks are missing
- export declarations are exported as vars, let/const export is not supported

when a TypedArray is created for a detached ArrayBuffer.

The pre-scanner now is able to track all variable declarations and produces a compressed
stream which store this data for each function and catch block. When a function or
catch block is parsed, this information is decoded and the appropriate variables are
created. Furthermore a stack scope is created which contains the currently available
local variables and their register or literal index.

These 4 new API functions give possibility to perform [[Get]], [[Set]], [[Has]], [[Delete]] operations for properties
which are not accessible from the JavaScript context only from the public API.
