This create configuration files and hierachical instructional context
for both GitHub Copilot as well as Gemini CLI. The main instructions
are provided in a vendor agnostic AGENTS.md while the Copilot
instructions reference this file and Gemini CLI is configured
to use it instead of GEMINI.md.
