[ws-daemon] error log clean-up (#18473) ...

* [ws-daemon] improve logging for `could not get connection drop stats`

* Don't log the workspace name, which could contain org/repo
* Log as a warning, this happens too often to be considered an error

* [common-go] improve `stopping file watch` logging
