SyncrhonizationLib requires TimerLib, and our TimerLib requires OcCpuLib, which results in OcTimerLib constructors being called before UefiRuntimeServicesTableLib constructors leading to NULL gRT dereference in OcTimerLibConstructor causing UEFI Shell crashes.
